January 31th, 1978. The White House
"President Carter, Sir?" said the secretary to the head of state, who was sitting behind his desk in the global office.
"Yes?" replied President Carter a bit absent minded from some reports he was reading.
"Admiral Turner from the CIA is here to talk with you" said the secretary in a bit of a nervous voice. She never really liked being in front of the Director of the CIA, he was a man that got many people nervous.
"Let him in" said the President as he put the papers and briefings he was currently reading aside and looking up to the door in front of him that was just opening.
"Mister President" greeted the Director as he approached the desk and gave a firm handshake to his commander in chief.
"Director, what brings you here? I thought we had a briefing with the rest of the council later?" asked the President.
"Yes Mr President, however there are a couple of matters I wanted to talk with you" said the Director.
"What is this about?" said the President a bit curious now.
"Sir, you know about what happened yesterday? The blizzards that killed all those people?" said the Director, going directly to the point, but still leaving it vague.
"A national tragedy, yes" said the President. "I was reading over a couple of speeches I was given to say about that"
"It's not only a national tragedy sir" said the Director. "This is something that the CIA has been looking into for years now"
"I don't understand, why would the CIA be interested in meteorological disasters, I think the NASA is more appropriate to look into that don't you think Director?" said the President clearly not knowing where this was going.
"We leave the meteorological disasters for them Sir, but the expected temperature for the area was in the mid 40's, they were certainly not expecting those blizzards" said the Director. "The agency has been investigating phenomena like this for quite a while now, man made phenomena"
"Are you telling me director that this was caused by men?" said the President.
"More like caused by a single mom in the Three mile Island power plant sir" said the Director of the CIA.
"What are you getting at Director?" said the President. "Is this some kind of joke?"
"No joke Mr. President" said the Director. "Before Ex-President Truman created the Agency, the OSS was the one in charge of the intelligence, as you very well know"
The president was giving him a rather weird look, he didn't know where the Director was getting at and frankly he had no idea.
"One of the objectives of the OSS was to gather intelligence from what the Germans were doing" said the Director. "Well, the OSS discovered that the Germans were really advanced in an area that is called Para-psychology, it's a recent term sir"
"After the war was over and President Truman founded the CIA, some budget was allocated to Stanford in order to research into what the Nazi's were doing" said the Director. "Although with no imminent threats, nothing else was done, however about 8 years ago our spies caught attention of the Soviets doing similar research to what the Nazi's had been doing, it was then that Project Stargate was founded"
"Project Stargate?" said the President. "I read the briefings of all the projects the CIA was involved with and I read nothing about this Stargate Project"
"That is because it's a top secret project Sir, it was created by past administrations to be this way" said the Director.
"I'm the President of the United States Director, I think I am entitled to know things like this" said the President.
"Of course Mr. President, which is why I've came today" said the Director. "The Blizzards that occurred yesterday were somehow related to Stargate project"
"Are you saying we caused them?" asked the President.
"No, of course not, we are no where near that level yet" said the Director. "For years, the scientists at Stanford and the CIA have been doing it wrong, we've been trying to train soldier to develop these super human abilities to gain an advantage in the field, like the Germans and the Russians were doing, but it's not something that can be trained Sir, it's something genetic"
"You mean the single mom you were talking about earlier?" said the President quickly connecting the dots of what his Director was telling him.
"Yes sir, that is what I meant, there are people out there able to... Well cause blizzards and kill dozens with their minds" said the Director. "But that is not all Mr. President, a group of individuals, twelve of them, they have started a company to monitor people like them, outside of the government jurisdiction"
"They've started to regulate themselves?" asked the President. "Director, why are you telling me all of this?"
"This information is usually responsibility of the Director of the CIA, these files are all stored in the Director's vault sir" said the Director. "We are the ones that have to handle all this messes and keep it a secret, but I am afraid that I need a favor Sir"
"This company of people like them out there is a good thing for us, it regulates this problem without the need of us getting involved, we can keep doing research on them without worrying about the consequences, however I've grown worried, with the Blizzards that happened yesterday..." said the Director. "That it will come the day when they won't be able to keep regulating themselves, and when that time comes we have to be prepared for what might come"
"What are you suggesting Director?" asked the President.
"A group, other than the Stargate Project, coordinated by the CIA director, of people able to face, control and fix damages caused by these people" said the Director.
"And you need my authorization for this group to be able to run outside of the CIA's jurisdiction" said the President finally grasping the point of this meeting.
"Yes Mr. President, if there is going to be another disaster like yesterday we need to be able to contain it without having to wait for permission" said the Director.
"I will sign this Director, but you will have to keep me updated and my successors of these matters" said the President.
"Of course Sir..." said the Director.
The Director took out a petition form and put it on the desk, taking out his pen from his suit and handing it over to the President. He read the paper and after finding that everything was in order, he signed the paper.
Storing the document in his suitcase, the Director stood up and shook the President's hand. The president looked at him directly at the eyes. "I want a report of all the happenings where the CIA has been involved with this matters early tomorrow in my desk Director, understand?"
"Yes Mister President" said the Director, who knew that usually these matters were reserved for the director of the CIA only, but knowing that he had to do this in order to prevent future catastrophes.
