Personality-
Phoenix is a focused, driven woman, who actively ensures her priorities are in line. She is very skilled, organized, and tries her best to be professional about her work. She likes things simple, predictable, and under control. She prefers doing things the tried and true way. The road less traveled is less appealing to her than the one she already knows. She likes plans, and heavily considers statistics and percentages when it comes to taking risks. However, this is not to say that she is not a daring person. Filled with either courage or carelessness, she's not afraid to take a leap of faith when necessary.
Though calm and cool, Phoenix could be considered a borderline sociopath. She has trouble empathizing with people, and does not have much regard for the emotions of others. However, this is more due to her lack of self-value for her own life, rather than a mental issue. She has trouble recognizing social cues, which leads to a certain amount of social ineptitude. As a result, she does not form relationships easily, and isn't always easy to get along with. She does not have many allies, but has more enemies than she can count.
Phoenix often has a pessimistic outlook on life. She often sees the glass as half empty, rather than half full. She tries to be positive, for the sake of her own mental health, but often can't help but fall back into the ditch of pessimism. Fighting for happiness is an uphill battle, and she can't seem to reach the top. She's also a near constant cynic. Abilities/Powers/Skills-
Phoenix possesses the ability of Accelerated Probability. This allows her to instantaneously survey a situation, and analyze dozens of different outcomes in a matter of a fraction of a second. She is able to instantly determine the best course of action in any given problematic situation. This is due to dramatically enhanced mental functioning, and rapid analysis of probability. She unconsciously uses significantly advanced logical mental equations to come to conclusions that otherwise normal people would be unable to replicate in the same time frame. This skill significantly attributes to her effectiveness in a fight, whether she is using firearms, or her own body as a weapon. She is not only able to determine what coarse of action is most likely to prove advantageous, but is also able to accurately predict the impending actions of her enemies, leading her to gain an invaluable edge on the battlefield.
Additionally, Phoenix possesses superhuman agility, which couples well with her accelerated probability. Her superhuman agility allows her to effortless perform acrobatics of all types-- anything from cartwheels to full-fledged back-flips. This enables her to dodge attacks easily, and allows her to perform numerous counter-attacks in rapid succession.
Limits-
Despite Phoenix's powers, even she is not immune to sensory overload. Though she does not often find herself in a state of inability to concentrate and properly utilize how abilities, it happens on occasion. When the variable outcomes in a situation that she is processing become too high in number, or too complex in structure, she finds herself overwhelmed. During this state of what is best described as "sensory overload", she is not rendered completely unable to use her powers, but instead finds it far more difficult to do so. This often causes small lapses in time, as it takes longer for Phoenix to process a situation. A thought that would typically take a specific amount of time to process may take slightly longer, resulting in a delayed reaction. No matter how minimal and short the time lapse is, it can devastatingly alter the expected outcome.

Phoenix's favorite piece, on a platform that she couldn't be more comfortable with-- the 1911. For the duration of her years with Delta Force, she trained on the 1911 platform. This particular handgun was never her duty pistol, but instead was a piece that she had custom-machined for sporting use. The handgun started as a standard stainless Kimber Warrior. Frame modifications were made to allow the use of Para Ordnance P.14 double stack magazines, a longer slide and barrel were fitted, combat sights were added, and several other modifications were made to optimize the performance of the handgun. She carries this at all times, wherever she goes. For proper concealment, an under-arm holster must be used in coordination with an over-garment.

This 20mm anti-material sniping rifle was bought on the black market by Phoenix herself. It is an incredibly large rifle, which is nearly Phoenix's height when fully assembled. It is only ever removed from Phoenix's home when she must perform a hit from long distance, and is likely to be forced to fire through light to medium armor-- thick or dense walls, military APCs, armored trucks, aircrafts, other vehicles. She uses 1750gr incendiary hand-loads in the rifle.

Appearance-
Phoenix is a dirty-blonde haired, blue-green eyed Caucasian American woman standing at one hundred sixty-eight centimeters in height. She has a small body frame, but is extremely well-built, strong, and athletic. She keeps her hair at around shoulder length, but almost always keeps it tied up into a ponytail, which prevents it from interfering with battle. Phoenix has strong facial features. Her jaw line is sharp, and her cheeks are some-what gaunt. Her nose is small and minimal, and her brow is well-defined. She has a fairly pale complexion, which is nothing less than expected for a person that does not spend much time in the sun. Overall, Phoenix is a very average-looking woman, which directly contrasts the extraordinary life that she leads.
She keeps her 1911 in a standard shoulder holster underneath her left arm, along with several spare magazines in their respective pouches under her right. Lastly, she keeps her combat knife secured tightly in a sheath on either her right thigh or belt. On a typical day, she is most often found wearing very civilian-looking clothing, which keeps her from standing out in the crowd. Most of her apparel consists of long-sleeved or t-shirts, jeans, boots, and a jacket, under which to conceal her handgun. She almost never wears any type of footwear other than boots, as anything else is less than ideal for a combat situation, were one to arise unexpectedly. When Phoenix leaves the safety of her sanctuary with the purpose of performing a hit, she will wear her DARPA Sweeper Suite beneath her regular attire. However, do to the some-what bulky nature of the suit, it can usually only be concealed beneath trench coats and other pieces of clothing that do not immediately conform to body shape. Phoenix owns a number of stylish, yet subtle trench coats that would not look out of the ordinary, aside from on a day with particularly warm weather.
Phoenix owns the prototype model of an immensely high-tech, outrageously expensive exoskeleton body suit, developed by and stolen from DARPA. The suit was dubbed the "Sweeper Skullsuit" due to its tight-fitting wear, took more than a dozen years to design and develop, and cost more than a quarter million United States dollars to manufacture. The suit consists of lace-less boots, gloves, a neck protector, and a main body piece. All pieces of the suit are jet black, and are comprised of a Nomex-Kevlar bi-weave structure, with ultra-high-molecular-weight polyethylene reinforcements, as well as carbon-fiber-reinforced polymer and carbon-nanotube-reinforced polymer armor plating. This suit can be worn beneath a number of disguises, and provides excellent bodily protection during combat.

History-
As a woman in the United States Army's Delta Force, Phoenix has stuck out from the crowd for most of her life. She was born in 1974, and thus grew up during the mid 1970's to the late 1980's. She was often regarded a genius as a child, as she graduated high school at the outstandingly early age of fifteen years-- two to three years earlier than the expected age. Upon graduation, she immediately moved on to University, where she obtained a four-year degree in mechanical engineering, with the intention of using those skills in the military as a munitions expert and arms specialist. Upon turning eighteen and earning her degree, she immediately joined the United States army and began training.
It took Phoenix less than six months to complete both basic and advanced training, finishing right in the middle of the year 1992. Upon completion of her training, she was deployed in Italy during peace time for another six months. Once her short deployment was over, she returned to the states and signed up for the Special Forces. Early 1993, at age 19, she passed her assessment and qualification courses with ridiculous flying colors and went into the Green Berets, where she immediately began her general training. It took her two years to complete her Green Beret training-- both general and specialty (as a weapons officer)-- and she, once again, passed with outstanding scores in everything. She was an ideal soldier.
After a short while in the field as a Green Beret, she applied for Delta Force at the outstandingly early age of twenty-one. Staying one hundred percent true to her reputation, Phoenix passed all her qualification courses, proving that her abilities far surpass any of the other soldiers that applied. A special exception was made for Phoenix, and despite being a woman, she was accepted into the Delta Force Operator training programs in mid-1995. She spent just over another six months in Operator training, far less time than was necessary for most soldiers, where she trained extensively in marksmanship and demolitions. Her training ended in January of 1996, not long after she reached the age of twenty-two.
Phoenix spent fourteen lengthy years as a full-fledged Delta Force Operator, where she worked in the field on numerous international covert operations, usually in cooperation with the CIA and/or NSA. During this time, she earned the code and nickname "Phoenix", after the legendary immortal bird of Greek mythology who arose from its own ashes upon death, to live another full-length life time. This name was given to her as a clever reference to three facts-- 1.) She had been legally declared dead twice during counter-terrorism operations, but was revived in the field with defibrillators, thus equating her with the fire bird of legend; 2.) Phoenix was born and raised in Phoenix, Arizona; and 3.) the name was also influenced by the fact that both her real name, Phoebe, and the name 'Phoenix' began with the awkward spelling 'Phoe'.
Living a life full of mystery, not only did Phoenix spend the entirety of the prime of her youth working undercover, but her mother also had a secret to keep-- even from her own husband (Phoenix's father) until the day that he died. Phoenix's mother had a gift-- a gift that she unknowingly passed on to her daughter. She possessed the ability of "accelerated probability", which would essentially allow her to think at a much faster rate than the average human being. The only person who knew of her abilities was Phoenix herself, whom she had confided in time and time again. Phoenix never thought much about her mother's abilities. She was unsure whether the old woman was just crazy, or whether there was actually something to it. She remained skeptical up until the year 2010, when everything went downhill.
During the time of the Ark Industries incident of April fourth, Phoenix was home visiting her mother briefly, before her next deployment. Her mother had been living on her own for the past three years, as Phoenix's father had suffered a stroke, which lead to his death. She was becoming increasingly, unhealthily depressed, and there was near nothing that Phoenix could do. On the day of the incident, chaos filled the streets. However, neither Phoenix, nor her mother were affected by whatever had happened. Phoenix knew this could not be a coincidence, and was no longer skeptical of her mother's abilities. She knew that her mother's abilities would likely someday manifest in her, as well.
After the chaos had died down, Phoenix dropped off the radar. She severed her ties with the US military and government, and made herself disappear. She was afraid of the person that she would become after she gained her powers, and more afraid of what would happen to her, were anybody to find out. Phoenix tried to convince her mother to lie low with her, but she refused. Unable to work as normal, Phoenix was forced to apply her skills to a new line of work. With the country in a state of confusion and chaos, and with all the new factions breaking out across the US, there were plenty of people hating each other-- plenty of people wanting each other dead. Phoenix saw this as an opportunity, and began offering her services as a hitwoman.
Phoenix's business proved lucrative. There was plenty of hatred to go around, and plenty of lives to be extinguished. Phoenix did not particularly care who her mark was, though she often turned down a job if the target seemed too innocent. She spent the next two years living in the shadows, assassinating anyone from politicians, to gang leaders, to "specials", before somebody finally sent someone after her, personally. The hitman chased Phoenix for weeks, doing his best to hunt her down. However, Phoenix managed to evade him at every turn. It didn't take long for her to duck under his radar, just as she had ducked under the US government's amidst all the chaos.
Out of options, the hitman went after the only living relative whom Phoenix kept in touch with-- her mother. When Phoenix's mother was unable to provide the hitman with the information that he wanted, he murdered her. Her powers did her no good in battle, without proper resources at her expense. Phoenix was devastated, and used her anger to turn the tables. She began actively hunting down her pursuer, and it didn't take long for them to find each other. During the final battle with her nemesis was when Phoenix's powers manifested. Despite all her experience, Phoenix found herself outmatched by the hitman, as he had brought friends-- dozens. Something clicked, and Phoenix suddenly understood what her mother had been experiencing all those years.
Using her new-found powers to her advantage, Phoenix slaughtered her nemesis and all of his allies. Her vengeance satisfied her blood lust, but not for long. Phoenix found herself overwhelmed by grief for the first time in her life. She mourned her mother's death only briefly, before searching out more contracts to keep her occupied. Phoenix moved to Las Vegas, Nevada, where the hit business was reportedly very active. She was able to find a home that suited her, and simultaneously kept her off grid. She payed off all the right people, and went through the appropriate channels to anonymously rent out a non-residential loft space at the top of a high-rise hotel, which had previously been used for nothing more than storage of insignificant items. Phoenix began using this as a safe-house, which gave her a place to rest while not working. Just over a week after her mothers death, and after she gained her extraordinary powers, Phoenix was back in business.

"So," a cynical-sounding man bellowed in a monotone voice, "What would you propose we do, then?"
He smiled, mockingly.
"Well," Phoenix began to respond, crossing her arms, carefully putting her hand on the grip of her 1911 in her underarm holster. "What you choose to do now doesn't really concern me, but I suggest you try your hardest to keep your business and my business separate. Continued run-ins with me could prove... hazardous."
"Is that so?" the man taunted, glancing down at his pistol, which he had set on the table between them. He then glanced behind him, at his two guards, both armed with shotguns.
"Yeah," Phoenix said firmly from the other side of the table, leaning slightly back in her chair. "I'd say that pretty much gets my point across."
The man smiled once more, mockingly, then immediately lunged for his pistol on the table. Phoenix drew her knife with her left hand, while simultaneously drawing her pistol with her right. She brought the knife down into the man's hand as he began to lift the pistol, the blade going completely through the man's bones, then through the wooden table. She then raised the pistol to the man's forehead and launched a two-hundred-thirty-grain chunk of lead through his skull. The man's guards immediately raised their shotguns and fired, but Phoenix threw herself back in her chair, sending herself flying toward the ground. As she hit the floor, she took aim, shooting the first guard in the forehead before he could rack the pump of his shotgun, then Mozambique-drilling the second.
With all threats eliminated, Phoenix slid her pistol back into its holster, then arose to her feet and regained her composure. She looked at the suited man at the table, who was slouched over in his chair, his hand still bound to the table. The corpse was limp. Phoenix sighed, ripping her knife from the man's hand, then walked casually toward the exit.
